The LTA has signed and adopted Satellite Communications Guidelines, a new framework for licensing and overseeing satellite networks, operators and services in Liberia. Commissioner for Engineering and Technology J. Emmanuel Payegar said it moves from licensing by technology to licensing by service, covers both the space and ground segments, and makes the licensing process simpler and more transparent.

The guidelines follow a regulatory impact assessment, benchmarking and consultation with regional and international regulators. Existing satellite providers have 12 months to comply. Chairperson Clarence K. Massaquoi said satellite can bring connectivity to rural and underserved areas and keep people connected when submarine cables or land networks fail, and he invited international operators and investors to Liberia, provided they obtain authorisation.

Sekou Kromah, Minister of Posts and Telecommunications, welcomed the framework, saying satellite services can support education, health care, government services, business, public safety and disaster response.

First reported by LTA on 26 Aug 2026. This is NIIP’s summary of that report.
