The Liberia Telecommunications Authority called on mobile operators to be clearer about their prices and promotional offers.

The Liberia Telecommunications Authority has proposed tighter rules on how mobile operators set and advertise their prices. At a day-long consultation on 13 October 2026, it presented draft Tariff Guidelines for regulated voice, text message and data services.

LTA Board Chairman Clarence K. Massaquoi warned that promotions left running for long periods can lead customers to mistake a temporary discount for the normal price, especially when an offer is changed or withdrawn. The draft sets clearer requirements for submitting and approving tariffs, for billing and charging, for promotions and for publishing the terms of a service. It follows a market study by Salience Consulting and an LTA review that found frequent price changes and long promotions with unclear conditions.

Mobile operators, consumer groups and technology students reviewed the draft. Their comments will shape the final guidelines before the LTA applies and enforces them among its licensees.
