The Ministry of Posts and Telecommunications announced on 14 July 2025 that it is working with the ECOWAS Commission, through its Project Preparation and Development Unit, and with the World Bank on a second submarine cable for Liberia, Sierra Leone, Guinea, Guinea-Bissau and The Gambia. In Liberia, the cable is expected to land at Buchanan, Grand Bassa County.

ECOWAS engaged the consultancy TACTIS for a feasibility study from 14 to 18 July, meeting government agencies, operators and others in Liberia’s ICT sector to inform the cable’s design, financing and implementation plan.

The cable would back up the Africa Coast to Europe (ACE) system the region relies on today, whose outage in March 2024 disrupted internet services in 17 countries.
